Citizen engagement: from promise to practice

This e-learning is for local governments, policymakers, and civil society actors ready to run citizen participation with real confidence

This e-learning is built for local governments, policymakers and civil society actors who want to organise citizen participation with more confidence. It combines academic research with the real-world practices of the Interreg project Speak Up, where local governments and research institutions across the North Sea Region tested citizen participation online and offline, small-scale and large, local and regional.

Throughout the course, you’ll learn how to:

  • Start with the right questions — Clarify your purpose, mandate, timing, resources, and who needs to be at the table.
  • Design the participation process — Choose an approach that fits your context, from informing to empowering citizens.
  • Make participation succeed — Bring in diverse voices, facilitate dialogue, and avoid the pitfalls that derail engagement in practice.
  • Understand the impact of participation — See how it shapes policy, democracy, society, and your own organisation.
  • Build the skills and governance you need — Make citizen engagement part of how you work, not a one-off project.

Along the way, you’ll meet the partners behind Speak Up and see what they tried, what worked and what didn’t, and what they’d do differently next time. Their lessons are here for you to build on. So let’s turn the promise of citizen engagement into practice, starting now.
